One of the most fraught issues in public appointments is managing allegations of conflicts of interest. An appointee who has previously worked or still works in an area covered by the public body can be, and often is, criticised for that reason. This is not, however, a straightforward question.

Nothing annoys applicants for public appointments more than long, and unexplained, delays between an interview and a decision. That can also deter good candidates from applying. The problem is not new, and is unlikely to disappear completely.

As Commissioner for Public Appointments I know what I am regulating but not whom. This inhibits my newly enhanced role as champion of diversity since I have only a partial, and inaccurate, view of who serves on public bodies.

For the last two decades, the appointment of non-executive chairs and members of the boards of public bodies has involved a balance of two principles. First, that ministers should be fully involved and decide whom to appoint. Second, that a list of appointable candidates should be drawn up on a basis of merit and on fair and equal terms for all.
